Downtown Development Authority

The Downtown Development Authority is charged with providing physical improvements in the district. The major accomplishment of the Downtown Development Authority has been the purchase of waterfront property for Riverfront Park and the South Side Marina. The Authority recently created a plan for improvements to the Downtown for the next 20 years, the Downtown Development Plan. The improvements will be financed by tax increment financing “tax capture” in the Downtown area.

Board qualification: The board shall consist of the Chief Executive Officer of the municipality and not less than 8 members. Members shall be appointed by the Chief Executive Officer of the municipality, subject to approval by the governing body of the municipality. Not less than a majority of the members shall be persons having an interest in property located in the district. Not less than one of the members shall be a resident of the district, if the district has 100 or more person residing within it.
