The City of South Haven is a City Council and City Manager form of government. The city is divided into three wards.

City Council consists of the Mayor and two Council Members from each ward.

To be eligible for City Council, the candidate must have resided in the city for at least one year and is a registered voter of the city.

At each regular city election (held in odd years), the Mayor is elected for a two-year term and one Council Member from each ward is elected for a four-year term.

City Council meetings are held the first and third Mondays of every month at 7:30 p.m. in the City Council Chambers at City Hall. Meetings are open to the public. Workshop Sessions are held at 6:30 p.m. prior to the Council meetings. If further discussion of workshop items is needed, the workshop session is continued after the Council meeting. Workshop Sessions are also open to the public.

Scott Smith grew up in Alma, Michigan. In 1988, Scott graduated from Alma College with a BS in Biology. He received an MS in Occupational Therapy from WMU in 1992. A strong interest in Non-profit and governmental institutions led to a MA in Public Administration from WMU in 1993. He completed an MBA from WMU in 2003.

Scott moved to South Haven in 1995. He is employed at South Haven Community Hospital as the Director of Rehabilitation. In addition to serving on the City Council, since 1992 Scott has served previously on the ZBA and Liberty Hyde Bailey Board. He currently is the city representative to the Housing Commission.

Scott and his wife Listy are busy with their three children.

Don Bemis was born and raised in Carlsbad, NM, and earned a Bachelor of Science in Geography (Urban and Regional Planning specialty) from New Mexico State University in 1975. He also earned a wife while in college. Don and Lois moved with two babies to South Haven during a blizzard in early 1979 and love it here anyway. They raised their five children in South Haven.

Don served on the South Haven Planning Commission for more than twenty years, including several terms as Chairman. He is employed in engineering at the Palisades Nuclear Plant. He also has worked as a sales and design engineer for manufacturing firms, and as a traveling consultant in the nuclear industry. When he is not at work, he may be doing woodworking at home, playing clarinet with the Casco Community Band, or writing stories.
